Low-Income Energy Assistance Program (LEAP)
The Low Income Energy Assistance Program (LEAP) provides eligible low-income Colorado residents with assistance to pay a portion of their home heating bill during the winter months, November 1st through April 30th.
You May Qualify for LEAP if:
The Applicant:
- Is a U.S. Citizen and a resident of Colorado,or there is a household member who is a U.S. Citizen
- Is a permanent legal resident of the United States and a resident of Colorado or there is a household member who is a U.S. Citizen
- Meets income guidelines
And the Applicant pays home heating costs to one of the following:
- An energy provider
- A fuel dealer
- As part of your rent
- Over and above your rent
LEAP is available to all eligible households/individuals regardless of race, sex, religious creed, national origin or political beliefs.
To get started our office must receive:
A completed LEAP Application Form, and the following documentation:
- Signed "Affidavit of Lawful Presence in the United States"
- the affidavit is part of the LEAP Application Form
- only the Applicant is required to sign
- Identification for the Applicant
- Verification of all household members' gross income for the prior month, and one of the following:
- copy of the heat bill that shows usage
- rent receipt, if heat is included in rent
- rent receipt, if heat is paid in addition to rent
- Current heating shut off notice, if you have one, for your application to be expedited
- The Applicant needs to continue to pay the home heating bill while eligibility is being determined

Because your application includes sensitive information, we recommend only sending the application electronically by using the link below to send using our secure email system. We do need a signed version, so this will require the signed application to be scanned after signing (or take a picture of it with a phone).
Follow these steps to email the application through our secure email system

2. Enter your email address, or login if you have already registered
3. Complete the Registration process
4. Complete the account activation process by clicking on the link in your email from Proofpoint Encryption Registration
5. In the TO: box, enter: LEAP@jeffco.us
6. Select "Attach a File" to attach your scanned/signed application
7. Click "Send" in the top left
Once the LEAP Application is received:
An appointment is NOT necessary because LEAP is a mail in program.
How long does it take to process my LEAP Application?

HEAT HELP lines are open 8 am to 8pm Monday - Friday.
If you are determined eligible for the Low Income Engery Assistance Program (LEAP):
- Benefits are paid:
- Directly to contracted vendor, or
- Issued on a Quest Card:
- If you use a non-contracted vendor, or
- If heat is included in rent, or
- If heat is billed separately in addition to your rent
- The Eligibility Specialist assigned to process your application will be able to inform you how your benefits will be issued.
- You may qualify for Weatherization:
