Low-Income Energy Assistance Program (LEAP)
The Low Income Energy Assistance Program (LEAP) assists eligible low-income households with a portion winter home heating costs from November 1st through April 30th.
YOU MAY QUALIFY FOR THE LOW INCOME ENERGY ASSISTANCE PROGRAM (LEAP) IF:
The applicant:
- Is a U.S. Citizen and a resident of Colorado,or there is a household member who is a U.S. Citizen, or
- Is a permanent legal resident of the United States and a resident of Colorado or there is a household member who is a U.S. Citizen.
- Meets income guidelines.
and the applicant pays home heating costs to one of the following:
- An energy provider,
- A fuel dealer,
- As part of your rent.
LEAP is available to all eligible households/individuals regardless of race, sex, religious creed, national origin or political beliefs.
TO GET STARTED our office must receive:
- A completed LEAP Application Form, and
- Signed "Affidavit of Lawful Presence in the United States", and
- the affidavit is part of the LEAP Application Form
- only the Applicant is required to sign.
- Identification for the applicant, and
- Verification of all household members' gross income for the prior month, and
- One of the following:
- copy of the heat bill that shows usage
- rent receipt, if heat is paid to landlord
- rent receipt, if heat is paid to landlord in addition to rent
- Current shut off notice, if you have one, for your application to be expedited
- The Applicant needs to continue to pay the home heating bill while eligibility is being determined.
ONCE THE LEAP APPLICATION IS RECEIVED:
- An appointment is not necessary.
- LEAP is a mail in program.
HOW LONG DOES IT TAKE TO PROCESS MY LEAP APPLICATION?
- Per mandated processing guidelines:
- Up to 50 days to process a completed application
- Up to 14 days to process an expedited application that meets expedited criteria.
- The applicant has a current shut off notice.
TO CHECK THE STATUS OF MY LEAP APPLICATION:
- Check the status of your LEAP Application:
- Call1-866-432-8435 (HEAT HELP).
IF YOU ARE DETERMINED ELIGIBLE FOR THE LOW INCOME ENERGY ASSISTANCE PROGRAM (LEAP):
- Benefits are paid:
- Directly to contracted vendor, or
- Issued on a Quest Card:
- If you use a non-contracted vendor, or
- If heat is included in rent, or
- If heat is billed separately in addition to your rent.
- The Eligibility Specialist assigned to process your application will be able to inform you how your benefits will be issued.
- You may qualify for:
- Crisis Intervention Program (CIP)
- Year round program
- Assists LEAP eligible households:
- With the repair or replacement of the home's primary heating system such as a furnace
- Maintenance and servicing of your heating system is not covered.
- Such as filter changes, cleaning and lubricating
- Contact your Eligibility Specialist for additional information.
- Weatherization
