Stimulus Funding Notice

Community Services Block Grant-Recovery (CSBG-R)

Jefferson County Community Development (JCCD) administers funds through the Colorado Department of Local Affairs, which fund the Community Services Block Grant (CSBG) Program.  JCCD is soliciting partner(s) to facilitate employment of Jefferson County residents with incomes at or below 200% of Poverty through the use of federal stimulus dollars beginning late summer 2009.
 
Partner(s) will facilitate the provision of a sustainable wage through a work training experience (WTE) program, or similar model program, targeting the following unemployed populations:

  • Adults ages 55 and older
  • Veterans
  • Youth ages 17 to 24
  • General population of unemployed residents
  • Participants must have incomes at or below 200% of the Federal Poverty Level
  • A minimum of 33 participants must be served
  • A maximum of $15,000 may be allocated to each participant over a 12-month period
  • Targeted start date of these funds is 09/1/2009
  • All funds must expended on or before August 31, 2010
  • This program includes NO administrative, operational, staffing, or other funds for the implementation of the program.

Partners must demonstrate:

  • The capacity to provide supportive services (i.e. financial literacy, interview skills training, etc.) without the demand for additional funds through the Jefferson Community Development Division.
  • The ability to track outcomes, upon final definition.

Community Development Block Grant-Recovery (CDBG-R)

Jefferson County is also receiving $295,014 in CDBG-R funds through the American Recovery and Reinvestment Act (ARRA). Amendments to the FY 2008 Action Plan must be submitted no later than June 5, 2009 to HUD. Areas of concentration for these dollars include:

  • 50% of the funds must be able to be initiated no later than 120 days from 02/17/09
  • All funds must be expended no later than 09/30/2012
  • Focus Areas:
    • 70% must address low to moderate-income populations
    • Maximize job creation and economic benefit
    • Preserve and create jobs and promote economic recovery
    • Assist those most impacted by the recession
    • Provide investment needed to increase economic efficiency
    • Transportation, environmental protection, or other infrastructure for long- term benefits
    • Minimize reductions in service
    • Foster energy independence
    • Davis-Bacon guidance has not yet been issued
    • US products arerequired to the extent possible
