Purpose: Special use to allow a church, child/adult care, church school, recreational facilities, and a low-power telecommunications facility
Approximate Area: 15.79 Acres
WHEREAS, Grace Baptist Church d/b/a Red Rocks Fellowship filed a Special Use application to allow a church, child-adult care, church school, recreational facilities, and a low-power telecommunications facility; and
WHEREAS, a public hearing was held by the Jefferson County Planning Commission on October 4, 2000, at which time the Planning Commission did, by formal resolution, recommend approval of the subject Special Use application with conditions; and
WHEREAS, after notice as provided by law, a public hearing was held by this Board on October 17, 2000; and
WHEREAS, based on the study of the Comprehensive Plan, recommendations of the Jefferson County Planning Commission, recommendations of the Jefferson County Planning and Zoning Department, comments of public officials and agencies, and testimony and written comments from all interested parties, this Board finds as follows:

1. That proper posting, publication and public notice was provided as required by law for the hearings before the Planning Commission and the Board of County Commissioners of Jefferson County.
2. That the hearings before the Planning Commission and the Board of County Commissioners were extensive and complete, that all pertinent facts, matters and issues were submitted and that all interested parties were heard at those hearings.
3. That, as conditioned below, the proposal is in substantial conformance with the Jefferson County Zoning Resolution Special Use criteria. The property is appropriate for nonresidential development because it is located next to major roadways. The written restrictions contain architectural standards, as well as typical elevations, that will cause the buildings on the property to blend with residential uses in the immediate area. Moreover, the applicant has proposed to retain a substantial portion of the site in an open condition, in the form of a wetlands area and areas set aside for outdoor recreational uses. The proposal is in substantial conformance with the Telecommunication Land Use Plan because all applicable requirements have been met, including those relating to tower siting, visual and noise, engineering, interference, health, and property values. The church uses will not cause undue visual, noise, or other impacts and a substantial portion of the site will remain in an open condition.
4. That, as conditioned below, the proposed land use is compatible with existing and allowable land uses in the surrounding area in all directions. The applicant has committed to architectural standards that will cause the buildings on the property to blend with residential uses. The telecommunications facility will be located within the church structures, or within one freestanding structure that is architecturally compatible with the church structures. With the imposition of these restrictions, the telecommunications facility will be compatible with surrounding uses.
5. That no known commercial mineral deposits exist upon the subject property.
6. The subject property is served by the West Metro Fire Protection District.
7. That for the above stated reasons, the applied for Special Use is in the best interest of the health, safety, morals, convenience, order, prosperity and welfare of the residents of Jefferson County.

8. That each of the factors set forth above is adequate independently to support this resolution.
NOW, THEREFORE, BE IT RESOLVED that the Special Use application, Case No. 00015152SUP1, to allow a church, child/adult care, church school, recreational facilities and low power telecommuniations facility in the following described unincorporated area of Jefferson County be and hereby is APPROVED subject to the following conditions.
