Commissioner Lawrence moved that the following Resolution be adopted:
BEFORE THE BOARD OF COUNTY COMMISSIONERS
OF THE COUNTY OF JEFFERSON
STATE OF COLORADO
RESOLUTION NO. CC00-571
RE: RESOLUTION IN OPPOSITION TO PROPOSED AMENDMENT 24 – "CITIZEN MANAGEMENT OF GROWTH" INITIATIVE
WHEREAS, the November 2000 Colorado ballot includes a proposed Amendment 24 to the Colorado Constitution, the Citizen Management of Growth Initiative; and
WHEREAS, Amendment 24 would limit local government authority over land use matters to areas already committed to development and require voter approval of "growth areas" where new development could occur; and
WHEREAS, Jefferson County already has in place a comprehensive growth management program anchored by its community plans, which are tailored with substantial public input to meet the needs of the residents of each community; and
WHEREAS, the county-wide vote required for the approval of growth areas would undermine existing local communities’ consensus over how they wish their communities develop in the future; and
WHEREAS, the extensive requirements to produce "committed area" and "growth area" maps and supporting information would result in substantial and unnecessary expense to the citizens of Jefferson County; and
WHEREAS, Amendment 24 would cause the price of housing to increase due to a reduction in the supply of new residential lots and delay in approvals; and
WHEREAS, Amendment 24, and the resultant high price of housing and lack of acceptable building sites, would make it difficult to attract new businesses to Jefferson County; and
WHEREAS, Amendment 24 would encourage sprawl in smaller counties and communities that are not subject to the initiative; and

WHEREAS, as an amendment to the Colorado State Constitution, the terms of Amendment 24 could not be revised by the legislature to correct errors or address unforeseen negative impacts of the initiative; and
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY OPPOSES AMENDMENT 24 – CITIZEN MANAGEMENT OF GROWTH INITIATIVE.
Commissioner Holloway seconded the adoption of the foregoing Resolution. The roll having been called, the vote was as follows:

The Resolution was adopted by unanimous vote of the Board of County Commissioners of the County of Jefferson, State of Colorado.
