Commissioner Holloway moved that the following Resolution be adopted:

BEFORE THE BOARD OF COUNTY COMMISSIONERS

OF THE COUNTY OF JEFFERSON

STATE OF COLORADO

RESOLUTION NO. CC01-029

RE: ADMINISTRATIVE SERVICES - PURCHASING - PURCHASING POLICIES AND PROCEDURES

Resolved that the Board of County Commissioners hereby approves revisions to the approval authority for specific transaction types outlined below. Notwithstanding this delegation, these purchases shall be subject to the County’s Purchasing Policies and Procedures.

Further, approve revisions to the Purchasing Policies and Procedures Manual consistent with these revisions in approval authority.

Review/Approval Requirements

1. Authorize Department Directors to approve non-contractual acquisitions of consumable commodities when such purchases have been previously approved in the annual budget. Consumable commodities are defined as routinely acquired supplies such as salt-sand, grader blades, tires, etc. Products that are desired for testing purposes are not included in this category. Approval authority for consumable commodities shall not have a monetary restriction.

  1. Authorize Department Directors to approve individual releases against Master Awards when the releases have been previously approved in the annual budget. A Master Award is defined as an agreement that establishes the terms and conditions for performance. In the past, Master Awards have been approved for items such as carpet tiles and flooring material, testing services, roof replacement services, and etc. Approval authority for individual releases shall not have a monetary restriction.

Contract Change Orders

Increase the Contract Authorized Representative contract change order authority to 10% on small projects. Amendments/contract change orders in excess of 10% shall be processed for approval in accordance with established approval levels. Small projects are defined as $500,000 or less.

Purchase Order Modifications

Increase the Purchasing Director’s purchase order modification authority to 10% on purchase orders valued at less than $50,000. Purchase order modifications in excess of 10% shall be processed for approval in accordance with established approval levels.

Further approve that all resolutions or policies inconsistent with these changes are hereby repealed only to the extent of such inconsistency. This repealer shall not be construed as reviving any resolution or policy or part thereof.

Commissioner Sheehan seconded the adoption of the foregoing Resolution. The roll having been called, the vote was as follows:
