RE:ANNEXATION - CITY OF ARVADA - Petition by Advocate Land Company, Inc. - Property located at 75th and Tabor - The Ridge at Harvest Lane Filing No. 2 - Annexation No. 5 West of Simms and North of 75th Avenue

WHEREAS, the Board of County Commissioners and the County Attorney of Jefferson County received on March 20, 1992, a copy of the Notice of Annexation hearing, together with a Resolution No. 92-45 and a Petition for Annexation, which Petition is attached hereto and incorporated herein as Exhibit "A"; and

WHEREAS, Jefferson County received a copy of a document entitled "The Ridge at Harvest Lane, Filing No. 2 Annexation Impact Report" from the City of Arvada on February 4, 1992, for the property described in Exhibit "A," which report omits several items of information required by statute, but which is adequate to assess the impacts of this annexation; and

WHEREAS, the Planning Department reviewed the documents submitted by the City of Arvada and filed a report with the Board of County Commissioners which is attached hereto and incorporated as Exhibit "B"; and

WHEREAS, the housing density shown on the preliminary plat for the property proposed to be annexed is almost two times the density recommended in the North Plains Community Plan; exceeds the density of existing nearby subdivisions in unincorporated Jefferson County; and does not provide a transition from urban densities to the semi-rural densities in the surrounding areas; and

WHEREAS, the Board of County Commissioners is concerned about the disparity in density between the existing semi-rural development and the proposed development in the area proposed to be annexed.

NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners does not oppose the annexation but strongly urges the City of Arvada to require the proposed development to conform to the North Plains Community Plan.

BE IT FURTHER RESOLVED that the Board of County Commissioners supports a joint effort between the City of Arvada and Jefferson County to address the need for a transition from urban to semi-rural housing densities in future annexations.

BE IT FURTHER RESOLVED that the Board of County Commissioners requests that the City of Arvada address the comments of the Jefferson County Mapping Department and the Jefferson County Public Works Division that are attached to Exhibit "B" regarding the annexation map and the preliminary plat.

Commissioner Stone seconded the adoption of the foregoing Resolution. The roll having been called, the vote was as follows:

The Resolution was adopted by unanimous vote of the Board of County Commissioners of the County of Jefferson, State of Colorado.
