Commissioner Laura moved that the following Resolution be adopted:

BEFORE THE BOARD OF COUNTY COMMISSIONERS

OF THE COUNTY OF JEFFERSON

STATE OF COLORADO

RESOLUTION NO. CC96-040

RE: RESTRICTIONS ON PARKING IN PARKING PERMIT AREAS

WHEREAS, the Board of County Commissioners has imposed parking restrictions pursuant to the authority set forth in Section 5.55.11 of the Jefferson County Policies and Procedures Manual in the areas of Jefferson County set forth in resolution numbers CC92-595, CC92-984, CC93-359, CC94-482, CC94-824, CC95-580, and CC95-699; and

WHEREAS, said restrictions require a parking permit to park within the designated area; and

WHEREAS, due to the large size of the combined areas that are subject to restricted parking, hazardous traffic conditions, excessive noise and trash and an unreasonable burden on the access of residents to their residences still results from permit holders not parking in front of their own homes; and

WHEREAS, Section 5.55.11.4 of the Jefferson County Policies and Procedures Manual authorizes the Board of County Commissioners to impose by resolution such parking restrictions as are reasonably necessary to mitigate parking problems and associated harm.

NOW, THEREFORE, BE IT RESOLVED that holders of parking permits within all areas of Jefferson County for which a permit is required shall be limited to parking along the frontage of the property where they reside or, in the case of guests or invitees, to the frontage of the property to which the permit is attributed.

BE IT FURTHER RESOLVED that the Department of Highways and Transportation shall send a copy of this resolution to the Sheriff’s Department and the homeowners associations in all areas subject to permit parking restrictions.

BE IT FURTHER RESOLVED that this resolution shall be effective thirty (30) days after today’s date.
