Liquor Authority Board Member Estill moved that the following Resolution be adopted:
BEFORE THE LIQUOR LICENSE AUTHORITY
OF THE COUNTY OF JEFFERSON
STATE OF COLORADO

WHEREAS, Petroleum Concepts, LLC d/b/a Breakplace/Conoco made application on October 21, 1998, for a 3.2% FMB - Off Premise Liquor License, to be located at 5899 S. Alkire, Littleton, Colorado 80127; and
WHEREAS, after notice as provided by law and testimony regarding publication, a full and complete hearing was held by this Authority on January 4, 1999; and
WHEREAS, based on the evidence presented, the Jefferson County Sheriff's Department investigation, the County Liquor Investigator's report, and the testimony of all interested parties, this Board finds as follows:
1. That Stephen A. Grove, David Geist and William Ferguson, Officers, are qualified as to character and reputation to hold a Liquor License.
2. That proper posting, publication and public notice was provided as required by law for the public hearing held by the Liquor License Authority of Jefferson County.
3. That the hearing before the Authority was extensive and complete and that all pertinent facts, matters and issues were submitted and considered by the Authority.
4. That no one appeared in opposition to the proposed license.

5. Petitioning by the applicant regarding the needs and the desires of the subject neighborhood indicated the following:
Number of residents for - 248
Number of businesses for - 1
Number of residents against - 162
Number of businesses against - 0
6. That approval by the Jefferson County Health Department is not required.
7. That the Findings of the Liquor Investigator, attached hereto as Exhibit "A", are incorporated into this resolution and are the Findings of this Authority.
8. That after due consideration of the testimony, exhibits introduced into the record, and a review of the petition circulated by the applicant, this Authority finds that the needs of the neighborhood are not being met by existing outlets and that a substantial number of the inhabitants of the neighborhood desire that the applied-for license be granted.
9. That for the reasons set forth above, the granting of the applied-for 3.2% FMB -Off Premise Liquor License, is in the best interest of the health, safety, morals and convenience of the citizens of Jefferson County.
NOW, THEREFORE, BE IT RESOLVED that the application for a 3.2% FMB - Off Premise Liquor License, to be located at 5899 S. Alkire, Littleton, Colorado 80127, be and hereby is APPROVED.
Board Member Germano seconded the adoption of the foregoing Resolution. The roll having been called, the vote was as follows:

The Resolution was adopted by unanimous vote of the Liquor License Authority of the County of Jefferson, State of Colorado.
