DA Scott Storey Indicts Three in Mortgage Fraud Ring

The Jefferson and Gilpin Counties? Grand Jury indicted Ricardo Medina, Nancy Rios, and Perla Alvarado for operating a mortgage fraud ring in July, 2005.

Medina, was a realtor, operating in Lakewood. Rios and Alvarado were Denver-area loan officers. They sold single-family homes to people who, because of their citizenship or financial circumstances, were not qualified for home loans.

Medina, Rios and Alvarado were able to obtain loans for these unqualified buyers by creating false documents concerning the homebuyer?s identity, citizenship status, employment and credit history, and then submitting these false documents to legitimate mortgage lenders.

Transactions in this initial indictment involved loans for 33 homes, totaling 6.5 million dollars.

DA Scott Storey Indicts Four Loan Officers in Mortgage Fraud Scheme

Loan officers Jose Alfredo Ramirez, Perla Alvarado, Ludibeth Salazar, and Lucina Loma were indicted in September 2005 by a Jefferson County Grand Jury as part of this organized crime scheme.

Ramirez would seek out potential homebuyers who, because of their citizenship or financial circumstances, did not qualify for FHA insured loans. Alvarado, Loma and Salazar worked under the supervision of Ramirez and fraudulently obtained loans for homebuyers solicited by Ramirez.

Alvarado, Loma and Salazar prepared or obtained false documents for the homebuyers, showing them to be legally in the United States and financially qualified for home loans.

Transactions in this indictment involved loans for 117 homes, totaling over $20 million dollars.

How it Began

The investigation that led to the indictments was conducted by the Gaming Unit of the Colorado Bureau of Investigation. The Gaming Unit began its investigation after receiving complaints from a Colorado casino that unknown persons had forged documents which stated that the homebuyers were employed by the casino.
