Enrollment Is your child qualified for Head Start? Children must be three years of age and not yet five years of age by October 1st of the calendar year in order to be enrolled. Families must qualify economically by meeting the Federal Poverty Income Guidelines set annually by Congress in Washington, D.C. The income guidelines for the 2011-2012 school year are as follows:
