Body Art
Environmental Health Services began routinely inspecting tattoo or body art establishments in 2002. Inspections are performed annually with follow-up inspections on an as needed basis. Investigations will be made following reports of disease, complaints, construction, fire, etc. The purpose is to ensure safe and sanitary practice, physical environment and equipment.


Child Care and Other Facilities
EHS staff perform routine inspections of child care centers, group homes, treatment facilities, day camps and penal institutions. This occurs twice per year. Follow up inspections are performed as needed. Investigations are also executed on reports of disease, complaints, construction, fire, etc. The purpose is to establish and enforce sanitary standards for the operation and maintenance of these establishments.


Environmental Site Assessments
Environmental Site Assessments (ESAs) also know as a Phase I Site Assessment are research tools that provide environmental information for property and surrounding properties that, in our case, the county wants to acquire. The following is a portion of the list of records that must be researched for the property in question and surrounding property. These reports adhere to standards published by ASTM E 1527-00.

  • Land Title Records
  • Resource Conservation and Recovery Act (RCRA)
  • Treater and Storage Disposer (TSD)
  • State Registered underground and above ground storage tanks and leaking tanks
  • USGS 7.5 minute Topographical maps
  • Title 3 Superfund Amendments and Reauthorization Act (SARA)
  • Emergency Response Notification System (ERNS)
  • Facilities subject to Corrective Action under RCRA (CORRACTS)
  • National Pollutant Discharge Elimination System (NPDES)
  • Polychlorinated Biphenyls (PCBs)
  • Landfills past and present


Methamphetamine Labs Clean-Up
State Laws now require property owners to clean up meth labs found on their properties and also to disclose the existence of an un-remediated lab to potential buyers. The health department has a program to assist owners in complying with these laws and in achieving immunity from future legal action.  Copies of the both state and local regulations can be found here:  State Regulations  |  JCPH Local

Noise
Working with the Highways & Transportation Department JCPH conducts noise surveys that will be used in the process to evaluate the possible construction of noise barriers to attenuate traffic noise from existing streets and roads.  Our monitoring will determine if the existing traffic noise exceeds the 67-dbA criteria required to compete for funding against other proposed projects for capital improvement funds.  Noise measurements are obtained during peak traffic times in representative backyards of the neighborhoods requesting the noise barriers.


Solid Waste (Landfills)
There are three solid waste facilities operating under a Certificate of Designation (CD) in Jefferson County. The CD is issued by the Board of County Commissioners (BCC) by resolution through a public hearing process. The three facilities are:

  • A-1 Organics, a composting facility.
  • BFI Foothills Landfill, a municipal solid waste landfill. This is a RCRA Subtitle D landfill and does not accept hazardous waste for disposal at this site.
  • Denver Water, a alum sludge drying facility for water treatment plant residuals.

Inspections are conducted periodically by the Public Health Department to ensure that the facilities are operating in full compliance with all the applicable rules and regulations.

The Public Health Department reviews special waste approval requests submitted by BFI to ensure that no hazardous waste is disposed of at the BFI Foothills facility.

Quarterly ground water monitoring is conducted at the BFI Foothills Landfill.

The inspections and ground water monitoring are conducted to ensure that the operation of these facilities does not pose a threat to human health and the environment.


Household Hazardous Waste
If not properly handled, stored, and disposed of, many household chemicals and household hazardous waste pose serious health risks and have the potential to damage the environment. This waste may present a hazard to sanitation workers and any other person who may come in contact with the trash, and it has the potential to jeopardize ground water quality.  
Thanks to the Jefferson County Rooney Road Recycling Center, it has never been easier to remove household chemicals from your home.  The center provides a low cost method to ensure that chemicals are disposed of correctly and safely.

School Safety
JCPH inspects private and charter schools for compliance with the State of Colorado's Rules and Regulations Governing Schools.  These rules require inspections to determine minimum sanitation requirements for the operation and maintenance of schools and minimum standards for exposure to toxic materials and environmental conditions in order to safeguard the health of the school occupants and the general public.  These inspections cover the sanitary facilities, building operations, school equipment and supplies, food service, laboratory, industrial art, vocational hazards and on site health service.


Swimming Pools/Spas
EHS performs routine inspections of year round public and semi-public pools/spas. This occurs four times per year for year round pools/spas and twice per season for seasonal pools/spas. Follow up inspections are performed as needed. Investigations are also executed on reports of disease, complaints, construction, fire, etc. The purpose is to establish and enforce sanitary standards for the operation and maintenance these establishments.
