Background
The South Golden Road corridor has a variety of mixed use, commercial, and industrial zoning. The area also includes some residential parcels. Existing traffic volumes are approximately 15,000 vehicles per day (vpd). Traffic volumes are expected to increase to approximately 25,000-26,000 vpd by 2035. The current and projected traffic volumes would require the installation of the Minor Arterial Street cross section of 100 feet of right-of-way. However, due to the close proximity of adjacent businesses and residences, the County has modified the cross section to best accommodate existing and future traffic within the constraits and context of the community. The County has approved a new template, "Major Collector", in the newly adopted Transportation and Engineering Major Thoroughfare Plan which was adopted on December 7, 2011. Consideration is also being given to imrpoving pedestrian safety throughout the corridor as currently there are only intermittent sidewalk facilities.
On November 15, 2011 the Transportation and Engineering Division held an open house with the citizens along the South Golden Road corridor. Two alternatives were presented at the meeting. Alternative #1 is to keep the existing roadway width and add an 8-foot sidewalk on the south side and a 5-foot sidewalk on the north side of the roadway. Alternative #2 widens the road to include two 4-foot bike lanes/shoulder with an 8-foot sidewalk and a 5-foot sidewalk as previously described.

Open House Comments
Staff has met and discussed the results of the public meeting and is recommending moving forward with preliminary design of Alternative #2. Based upon the projected increase in traffic on the corridor, the County should move forward with the alternative that will provide the greatest ability to improve capacity. Alternative #2 allows the bicyclists to be separated from motorists and gives the County the flexibility of installing a raised center median in the future to control access. Both of which would improve safety and increase the traffic carrying capacity of the roadway.

We are proposing to break the South Golden Road project into two separate, but concurrent projects. The first part will be the hydraulic design for upgrading the crossing and improving the channel characteristics of Lena Gulch. The existing crossing at Lena Gulch is undersized and is trapping sediment due to poor tydraulic conditions. The second project will be the roadway design, which will be done in conjunction with the hydraulic design but will require more time due to right-of-way and other constraints.
Golden Gate Roadway Improvements (Grange)
Project Scope: Within Golden Gate Canyon Road the County identified several areas for improvement last year based on safety of the traveling public, lack of raodway shoulders, and lack of clear zone for existing structures. The curve adjacent to the Grange was identified as an area needing improvements.
The existing curve is a tight s-curve with five access points. The County is proposing to reduce the access points from five to three. In addition the County will be increasing the existing curve radius from 75 feet to 150 feet. Increasing the radius of the curve will require the County to move the road to the southwest toward the creek. Also there is an exisitng rock culvert with inadequate headwalls that are located within the safe clear zone. Since the existing headwalls are made of rock, proper guardrail attachments are not possible. The County is proposing to provide a new culvert vault that will connect the three culverts and remove the existing hazard of the headwall and the steep drop off that exists behind the headwall.
This project is being designed by Jefferson County staff. Construction is anticipated to cost $200,000 and will be funded through traffic impact fees collected for Golden Gate Canyon Road.
Progress Update: Public meeting for the Golden Gate projects was held on March 24, 2010. Design plans are 50% complete.

Wadsworth/Waterton Intersection

Project Scope: The project will initially study the universe of alternatives for improving the safety and capacity of the intersection as well as evaluating the environmental impacts (i.e. the Feasibility Study). Preliminary and final engineering design plans will be done for the Locally Preferred Alternative (i.e. the Recommended Alternative). The design will be done in a manner that is sensitive to the existing environment and to the adjacent |

property owners' concerns (i.e. Context Sensitive Design). Public meetings will be held to assess the community's concerns and comments on each alternative which will be key to the decision making process. A public meeting for the preliminary design (30% complete) was held on August 25th. Numerous applications for federal funding for constructing the project are in process.
The project is a cooperative effort by Jefferson County, Douglas County, and Lockheed Martin. Funding for the initial alternative analysis and the preliminary design phase is being shared equally between the three stakeholders. Other key agencies on the project are CDOT, the US Army Corps of Engineers, the National Audubon Society, Denver Water, and Colorado State Parks. Jefferson County's share of the funding is from the County's Impact Fee Fund. The engineering consulting services are being done by Jacobs Engineering. |
