Community Development fosters sustainable, inclusive communities through collaboration with partners to reduce poverty and enhance economic development by providing access to housing and social services resulting in self-sufficiency for its most vulnerable populations.
While Jefferson County Human Services doesn’t deliver housing assistance directly to county residents, it does administer state and federal funds for a variety of homelessness, housing, economic development and infrastructure improvement initiatives. All projects are managed and coordinated with a wide array of partners throughout the county, including private businesses, nonprofit organizations, faith-based organizations and other local government entities.

Jefferson County’s Department of Human Services (JeffCO) contracted with Joining Vision and Action (JVA) in 2017 to facilitate a comprehensive community needs assessment (CNA) designed to better understand current needs and assets of lower-income community residents and those who serve this community, with specific focus on the nine federal objectives of the Community Services Block Grant (CSBG): employment; education and cognitive development; income, infrastructure and asset building; housing; health and social/behavioral development; civic engagement and community involvement; services supporting multiple domains; linkages; and agency capacity building.
