Bond Commissioners/Pretrial Officers
Who Are We?
Under the supervision of the Program Manager, this unit consists of one Pretrial Officer Supervisor and eight Pretrial Officers (sworn Bond Commissioners). We share the services of three Administrative Support Staff within the Division.
What Is Our Mission?
To evaluate persons detained in custody due to an arrest for the commission of an alleged crime so that such information is provided to the court to determine the person's
conditional and timely release. By identifying low-risk offenders and securing their release from incarceration the need to build and maintain jail cells is minimized.
Where Are We Located?
The Pretrial Officer Unit is located on the third floor of the Jefferson County Detention Center, 200 Jefferson County Parkway, Golden, CO 80401. Staff also work in the booking area and throughout the jail. A satellite office in the Gilpin County Courthouse serves that area of the First Judicial District.
Who Is Our Customer?
We provide daily evaluation, release information, and personal recognizance release services on most detained persons for the First Judicial District Courts, Lakewood Municipal Court, the District Attorney's Office, Public Defender's Office, and private attorneys and defendants.
What Services Or Products Do We Provide?
We screen and interview adult defendants who have been booked in the Jefferson County and/or Gilpin County Jails for municipal, traffic, misdemeanor and/or felony arrests. Information is collected on defendants arrested and is provided to the court, district attorney and defense counsel so that an informed decision can be made relating to the defendant's risk of danger to the community
and/or risk of failure to appear for court. For certain crimes, Pretrial staff is empowered to act as Bond Commissioners and, in the name of the court, release defendants who are determined safe in the community before their first court appearance. For defendants not released before their first court appearance, our evaluation determines the type of bond, as well as conducting a criminal history check, determination of residency and employment history, family ties, risk to the community and their ability to attend all scheduled court appearances. Conditions of a defendant's release may include: no use of drugs or alcohol, no possession or use of weapons, no contact with victims, mental health/substance abuse treatment and monitoring, random breath/urine testing, electronic monitoring and day reporting. Staff also coordinates the daily court advisement hearings for the First Judicial District.
How Do We Do It?
The office operates twenty-four (24) hours a day, seven-days (7) a week. The Chief Judge for the district, and in applicable municipalities, swears in all staff as Bond Commissioners so
that decisions to release defendants on a personal recognizance bond can be made in certain cases. When booked into the jail, staff will conduct an initial interview with the defendant; contact their family and friends to verify personal information; and query local, state and federal criminal justice information systems for previous arrests, convictions and outstanding warrants. Using this information, a determination to release the defendant or to continue incarceration is made. A written recommendation for disposition at the defendant's first court appearance is provided, with copies forwarded to the court, prosecution and defense counsels. We are also responsible to schedule the first advisement for newly arrested individuals, coordinate video arraignments and record and transmit the court decisions.

2010 Accomplishments
In 2010, we interviewed approximately 4,940 defendants booked into the Jefferson and Gilpin County jails and authorized over 34 Personal Recognizance bonds to qualified defendants.
