Collector Vehicles

SB09-003 Collector Vehicle Plate Changes and Emissions Program Area


Senate Bill 09-003 changes the definition and requirements of a collector vehicle. Effective
September 1, 2009, a collector vehicle shall be a motor vehicle, including a truck or truck tractor, that is (a) model year of 1975 or earlier or; (b) model year 1976 or later that was registered as a collector’s item prior to September 1, 2009; except that a vehicle so registered shall not be eligible for registration as a collector’s item upon the sale or transfer to a new owner. 

A collector vehicle that is model year 1976 or later that is registered as a collector vehicle prior to September 1, 2009 will be considered “grandfathered” as a collector vehicle.

  • Grandfathered collector vehicles must maintain a valid collector registration on the vehicle. At any time that the collector registration is allowed to expire the vehicle will no longer be considered to be “grandfathered” and must be reregistered  without collector plates. The department or its authorized agents are not permitted to grant exemptions for owners that fail to maintain valid registrations.
  • Owners of grandfathered collector vehicles that do not renew their collector registration before the end of the grace period will no longer qualify for collector plates and must obtain regular plates. Vehicles located or used in an emissions area will require emissions testing prior to the issuance of regular plates. These owners may be issued a temporary registration permit for the purposes of movement of the vehicle to and from an emissions station. The department or its authorized agents are not permitted to grant exemptions for owners that fail to maintain valid registrations.
  • Grandfathered vehicles are no longer eligible for registration as a collector’s item  upon the sale or transfer to a new owner. The new owner is not eligible to register the previously grandfathered vehicle as a collector vehicle and must meet all  equirements to register the vehicle which shall include compliance with emissions standards.

Any vehicle that is model year 1976 or later that qualifies as a collector vehicle prior to September 1, 2009 that is not registered as a collector vehicle prior to September 1, 2009, will not be allowed to be registered as collector vehicle on or after September 1, 2009 and shall be registered as a regular vehicle with all taxes, fees and emissions requirements due annually.
