Active and Passive Recreation
Recreation can mean different things to different people. For general open space purposes the following definitions apply.
Active Recreation
Recreation that involves playing fields and team participation such as baseball, soccer, lacrosse, etc. The greater share of facilities for active recreation are found within the management of cities and recreation districts. Open Space funding is allowable for active recreation facilities through a city's attributable share of the sales tax fund, joint venture grants or regional sports facilities grants.
Passive Recreation
Recreation without fields, more generally trail-based hiking, mountain biking, horseback riding, wildlife viewing, picnicking, etc. Passive recreation is found primarily within the unincorporated areas of Open Space lands and parks and is funded with the unincorporated share of the County sales tax fund.
