The The Comprehensive Master Plan is designed to be a guide in making land use decisions, such as rezoning, special use and site approval cases, for Jefferson County. The recommendations are not mandatory; however, they do carry weight regarding the quality, type, amount and location of future development because they are adopted by the Planning Commission with community input.
Due to the diversity of the County, different geographic areas of the County have their own specific land use plans. In the past, these specific plans were called Community Plans. As those Community Plans are updated and incorporated into the Comprehensive Master Plan, they are being renamed as Area Plans. Both the policies in the Comprehensive Master Plan and the specific Community or Area Plan apply when reviewing land use proposals.
Each plan is created through collaboration with interest groups including homeowners, business owners, developers, realtors, environmentalists, planners, and community organizations. Public meetings are held to solicit citizen ideas which were used to formulate recommendations. Plan recommendations are presented in a public hearing to the Jefferson County Planning Commission for final adoption.
