Jefferson County Public Trustee Margaret T. Chapman has been appointed three times to lead one of the state's busiest Public Trustee offices. Chapman was first appointed as Public Trustee in 2007 by Gov. Bill Ritter and reappointed in 2011 and 2012 by Gov. John Hickenlooper. The Public Trustee's office is responsible for the administration of Deeds of Trust that appoint the office as Trustee. This includes foreclosing on Deeds of Trust in the event of default, as well as releasing deeds of trust when a loan has been satisfied. Additionally, the Public Trustee collects tax accounts for Land Installment Contracts within the county. Chapman, a Democrat, has worked as a legislative aide for former Colorado Rep. Gwyn Green, D-Golden, and was assistant branch manager for TIME-LIFE Libraries, Inc., a division of Time-Warner, Inc. She has worked for the National Association of Counties, Colorado Counties, Inc. and the Missouri Association of Counties. Chapman was also the director of education and marketing for the Colorado Association of REALTORS. Chapman earned a Bachelor of Journalism degree from the University of Missouri-Columbia School of Journalism. She is a member of the Public Trustee Association of Colorado , where she serves as chair of the Forms Committee and a member of the Legislative Committee. Chapman is recording secretary for the Jefferson County Historical Commission and a volunteer with Golden History Museums. A resident of unincorporated Jefferson County for more than 30 years, Chapman is married to William F. Chapman, Jr., who retired from the Jefferson County Sheriff's Department Crime Lab and retired again when he sold Gold 'N' Detectors, a business he owned for more than 16 years. Chapman is available to speak to service clubs, groups and town halls about foreclosures, bidding at foreclosure auctions and other topics related to foreclosures and releases of deeds.
